The short version

A reliable property maintenance workflow moves through seven controlled states: capture the issue, assess urgency, assign responsibility, approve the response, track progress, verify the repair and close with evidence. At every point, the record should show the property, tenant context, current status, responsible person and next action.

1. Create one issue record

Do not allow the first WhatsApp message to become the permanent maintenance system. Capture the report in a shared record and link it to the exact property and unit.

The first record should be complete enough for another person to continue the work without asking the original recipient to reconstruct the conversation.

2. Assess priority using impact and time

Priority should not depend on who shouts loudest. Use the likely impact on people, property, habitability, security and cost, then define the response action expected at each level.

3. Make the next action and owner explicit

“With the contractor” is not a useful status. State who is responsible for the next action, what the action is, and when it is due. Ownership may move from property manager to contractor to owner approval and back again; the record should show every hand-off.

4. Verify before closing

A contractor invoice is not proof that the operating issue is resolved. Confirm the work against the original report, retain evidence where appropriate, record the final cost and communicate the outcome.

  • Is follow-up work required?
  • Did the actual cost differ materially from the estimate?
  • Was the tenant or reporter told what changed?
  • Does this issue reveal a recurring asset or contractor problem?

5. Measure the bottleneck, not ticket volume

Ticket count alone can reward a team for logging work without resolving it. Track time to acknowledgement, time to first responsible action, age of open urgent and high-priority work, reopen rate, cost variance and issues waiting for approval.

The purpose of the metrics is to expose stuck work early. They should lead back to the exact tickets requiring attention.

Why the workflow matters

MRI TPN’s 2024 tenant survey describes neglected maintenance and repairs as the biggest tenant challenge in its response set. That does not mean every repair can be immediate, but it reinforces the need for acknowledgement, clear responsibility and visible progress.

Tenants should describe the impact and provide evidence. The operator should apply a consistent priority rule and communicate the response.

When should a ticket be closed?

Close only after the original issue has been checked, final cost and evidence are recorded where relevant, and the affected person has been told the outcome.

What should happen when approval is delayed?

The ticket should remain open with “waiting for approval” as an explicit state, a named decision-maker and a follow-up date.
